Russell Hildebrand, introduced by the clerk, said he has received multiple nuisance violation notices for a property at 1029 Southgate Drive and is having trouble getting clear, written instructions about what must be fixed to achieve compliance. His companion said staff had hand-delivered notices and walked the site, and the city offered to come back to review progress. During the exchange the commenter said an inspector had entered a yard without permission and described feeling the inspector was "trespassing." City staff offered to follow up and invited the resident to meet after the meeting for further discussion.
Lisa Crow, who identified herself and gave her Olde May Ferry address, asked the council to address gravel and debris the street sweeper is leaving on sidewalks along Olde May Ferry and asked that council meetings be posted online or livestreamed again to improve public access. "All of the debris is pushed onto the sidewalk... I was just wondering if there was a possibility to get the sidewalks cleaned on Olde May Ferry," she said.
Gerald Porter criticized the city's handling of tax-increment-financing (TIF) information and said he could not find required TIF postings on receipts or on the city website; he said the lack of accessible information damaged the city's image. Porter also complained he had difficulty obtaining the text of a recent roofing ordinance online and urged clearer posting of ordinances and notices.
Staff response and planning update: Sarah Turner, community development director, summarized planning activity, saying Small's (a fast-casual burger concept) withdrew applications for an outlot near Aldi and Kohl's after the Board of Adjustment denied a parking-variance request; staff said it is working with the business on alternative sites and options. Turner also said the Board of Adjustment approved a setback variance for the Gulf gas station to build a new canopy, pending permit pulls and construction.
Next steps: City staff committed to follow up directly with residents who raised code-enforcement questions, to review the street-sweeper impact with public works, and to continue coordination with businesses pursuing zoning approvals.
