Council unanimously approves Mattingly subdivision, buys park-adjacent property and votes to meet in closed session

The Arnold City Council unanimously approved two land-use items and voted to hold a closed session during its meeting.
Council approved Bill 29-29 on second reading, an ordinance to record Mattingly Subdivision Number 1 and allow a lot split at 1703 Ozark Drive. Sarah Turner, the city’s community development director, told the council the proposal “is to go from 1 lot to 2 lots for the purpose of separating the existing home from the rest of that vacant tract,” and said the Planning Commission had unanimously recommended approval.
The council then approved Resolution 26-24 to purchase 2215 (transcript spells both “Maxville” and “Maxwell”) Lane, a parcel immediately adjacent to Ferd Lane Park. Anthony, a city staff member, said the parks department hopes to expand a small parking lot that is often full on weekends and add a first-come, first-served picnic shelter. He said staff would seek bids and expected work to start “around the end of August” if contracts and availability allow.
Both measures passed on roll call with eight affirmative votes. The meeting record shows the council also approved a motion to hold a closed session immediately after the special council meeting “for the purpose of discussing real estate and personnel pursuant to RSMo 610.021 paragraphs 2 and 3.” The closed-session motion likewise passed 8–0.
What happens next: staff said it will solicit bids for the park work if the property purchase closes and will return to council for any contract approvals above the city’s purchasing threshold. The ordinance for Mattingly Subdivision is recorded and will be processed according to city practice.
