The Village of Bonduel Committee of the Whole on Jan. 28 recommended adding language to the personnel policy to address leaves of absence related to family and medical needs and to allow donated vacation time in certain circumstances.
Director of Municipal Operations Jesse Rankin presented a draft addition to the personnel policy after two village employees disclosed they expect children this spring. The committee was told the village is exempt from providing leave under the Wisconsin Family and Medical Leave Act because it employs fewer than 50 people; the transcript notes that FMLA coverage for union employees is governed by the union contract.
Committee member Matt Pleshek asked whether employees could donate vacation time to coworkers who require additional paid time off. The committee supported the concept as a useful option but agreed that any donation policy should include a process for case-by-case approval to ensure fairness and compliance.
Committee member Kay Zuleger moved, and Andrew Court seconded, to recommend the proposed FMLA-related addition and the donated-vacation language to the Village Board, contingent on review by the Village Attorney. The motion carried unanimously.
Next steps: The recommendation will be forwarded to the Village Board for consideration and final action following the attorney's review.
