David Woods of the planning department reviewed a slate of upcoming Planning & Zoning items and proposed code changes. He described temporary building requests for Trinity Metals (12–18 months), a proposed salon on West Terrace (C-2), display-home and preliminary plat changes for Lombardo Homes, senior-housing plan revisions near Mexico Road and a single-family Westridge subdivision that will include road extension and grading work.
Woods also previewed proposed amendments to Appendix A of the zoning code and Chapter 400: the city would limit some commercial and recreational uses in industrial (I‑1/I‑2) districts — making them conditional uses or prohibiting new similar uses — and add perimeter shrub requirements adjacent to residential areas. Staff said existing businesses would be grandfathered but new uses or reoccupancies might require conditional-use permits and additional review.
Council discussed how the proposed changes would be enforced, the conditional-use process, and whether a use that ceases operation for six months would need to reapply. Council asked staff to include the moratorium language on the Chapter 400 agenda and to bring planned changes back through the public hearing process.
