Goshen board hears reconstruction bids, approves contract and sign requests and lawn/solid-waste amendments

At its July 9 meeting the Goshen Board of Public Works and Safety opened bids and approved a set of routine public-works and procurement items, including a contract amendment and several permits.
Bids: The board opened two bids for River Race Drive reconstruction. The first bid, from Nedlock, listed a base proposal of $489,437.50 and an alternate of $36,100. The second bidder was transcribed as Reath/Reece Riley with a base figure shown as $530,000.793 and an alternate of $68,797.00. The board referred the bids to the engineering department for review.
Contracts and amendments: Legal staff recommended and the board approved Amendment No. 3 to the city's 08/10/2020 fleet contract with Waste Management (transcript references both "Waste Management of Indiana LLC" and at one point "Waste Management of Louisiana LLC"). The amendment raises unit rates by 2.8% effective Nov. 1, 2026, reflecting the prior calendar year's CPI change.
The board also authorized a three-year lawn-treatment agreement (referred to in the meeting as Experian OnCare / Experian Green Lawn Care in the agenda/memo) that provides up to four treatments per year at specified city properties, with pricing locked for three years, and authorized the mayor to execute the agreement.
Grant closeout: The engineering department requested—and the board granted—authority for the mayor to sign the closeout letter for the Community Crossings Matching Grant (CCMG) project 2024-2, confirming the project's completion and closeout paperwork.
Streets and signs: The board approved a request to reface an existing sign at 520 South 3rd Street and allow it to remain in the public right-of-way after refacing. The board also approved a homeowner/contractor request to close a lane of Plymouth Avenue for a one-day driveway pour in the first week of August, limiting the closure to two hours, requiring that the homeowner/contractor procure and return barricades from the street department and notify dispatch; the motion also allowed the work to slide into a second week if necessary.
All motions on these consent and contract items were adopted unanimously.
