Needham sustainability manager outlines roadmap, $50,000 warrant and unanimous EV‑first policy vote

Gabby Queen, Needham’s sustainability manager, described the town’s Climate Leader journey and the local steps that supported adoption. Needham’s climate action roadmap was adopted by the select board in June 2024 after planning assistance and consultant work; Queen said the town passed a warrant article to fund the roadmap process and "I believe it was $50,000." The town used DOER planning assistance and an internal Excel‑based tracker that breaks projects into feasibility, engineering design and construction stages and ties updates into capital planning.
Queen said Needham’s local governance approach included a Climate Action Planning Committee (formed in 2022 and wound down after roadmap adoption) and a standing Climate Action Committee with designees from the planning board, select board, finance committee, school committee, conservation commission, mobility committee, at‑large seats and a student representative to broaden buy‑in. That cross‑committee composition, she said, made scheduling harder but helped secure support across departments and community groups.
On fleet policy, Queen explained Needham’s Zero Emission Vehicle‑First policy process: the public works director and DPW staff were engaged early (beginning January 2024), department heads and stakeholders were consulted, and the policy was presented across two select board meetings (an information session and a final vote). "We were able to to pass that with unanimous support from the select board," she said, and she emphasized the policy is a procurement hierarchy that exempts heavy‑duty and emergency vehicles where electric options are not yet viable.
Needham also adopted the specialized building code in October 2023, Queen said, and the town has active projects that reflect the code (including a Needham Housing Authority passive‑house building and a large multifamily project). She added that Needham was certified as a Climate Leader community in November 2025 and that the town has submitted a Climate Leaders Accelerator grant application and is awaiting award decisions. Queen credited grant funding and the roadmap’s clear priorities with helping the town advance measures without overcommitting resources.
