Commission restores $10,000 to local housing committee after debate over administrative costs

The Gates County Board of Commissioners voted June 3 to restore $10,000 to the county's local housing committee after hearing a presentation on how the committee spends its funds and a lengthy discussion about administrative costs and referrals.

The housing committee's representative told the board the group's annual administrative overhead last year was $1,808.87, which she said covered advertising, insurance, mailbox rental, minimal office supplies and a modest volunteer-mileage line. "That's the extent of our administrative overhead for your money," she said, adding that virtually all other funds the committee receives are used directly for home repairs and to help residents who do not qualify for state grants.

Board members asked for clearer accounting of how county dollars have been applied in prior years. The presenter said the committee's waiting list fell from 61 people in 2020 to 13 currently and that the committee refers qualifying applicants first to the Albemarle Commission; the committee uses its local funds only when applicants do not qualify for programs that require real-property deeds of trust.

Commissioners debated whether the county should provide the full $10,000, a smaller amount tied to documented administrative costs, or no additional funding. After discussion the board put the $10,000 back in the budget; the chair called the vote, saying, "All in favor of the $10,000 being put back in the budget for the housing committee." The chair announced the motion carried.

The board also asked staff to follow up with a more detailed accounting and to report back before final budget adoption so commissioners could see line‑item uses of prior county contributions and the status of referrals to the Albemarle Commission.

The housing committee's request and the board's decision will appear in the next budget draft and may be revisited before final adoption.
