Council considers $19M construction package increase for police headquarters and 911 center

Public Works Director Angelus presented a contract amendment (Resolution 2026-025) amending the Samsung Construction contract and increasing the guaranteed maximum price for package 2 (police headquarters and Dodge County 911 call center) to $13,000,004.44; combined with package 1 ($6,300,000) staff presented a total project cost cited as $19,000,009.96. Angelus said the increase reflects added FF&E, unforeseen site conditions and some reallocation of fit-out work between departments.
In response to council questions, Angelus said the overrun is within about 1— to 1.5% of the anticipated budget after the identified additions and that the city will compensate for the shortfall by realigning funds from other projects or other methods as needed. The prime contractor was present for technical questions. A motion to approve the contract amendment was made and seconded by councilmembers; the council moved forward with that motion.
