Board adopts 27 state‑mandated policy updates, tweaks director recruitment rule

The Johnson County Board of Education voted July 9 to adopt 27 state‑required policy updates in a single first‑and‑final reading, including changes affecting agendas, public comment, fiscal management, student promotion, staff leave and the use of outside applied behavior analysis providers.

Director of Schools (presenting staff) summarized the package and said the changes are required by state law. The board examined notable items including a requirement to provide meeting agendas at least 48 hours in advance, a new definition of allowable public comment topics, an E‑Verify requirement for new hires, changes to grading and promotion rules, and a new requirement for an MOU when outside applied behavior analysis providers work on school property.

One board member pressed to change policy 5.801 (director of schools recruitment and selection), arguing that the written language would require interviews in executive session. "If we just change one word from 'shall' to 'may'" the board member said, "then that would" allow interviews to be held publicly if the board chooses. District counsel's sample language had used the TSBA model; staff agreed to modify the draft. The board moved to approve the entire package with the requested modification to 5.801; the motion passed on a roll call vote with all members present voting yes.

Board members described the package as largely compliance driven by state law and not discretionary. The changes will be codified in district policy and district staff said they would work with board counsel to ensure the modification to 5.801 is reflected in the written policy before final posting.
