Delaware Public Health District offers free Narcan; residents press council on sewer, parks and meeting times

Jennifer Wilson of the Delaware Public Health District updated the council that the district is offering free Narcan nasal spray and free in-person training; residents can obtain the medication by mail or by walking into the district office, she said.
Resident Dave O'Neil told council the Galena Historic Foundation completed a "History of Galena" publication that will be sold at the Galena Museum. Mary Howard asked about Arrowhead drawings discussed at a zoning meeting; Mayor Kinnell said no formal proposal has been submitted and that some people were shown informal drawings to solicit input.
Cathy Nelson asked whether the village plans to expand its sewer plant. Mayor Kinnell said there is no current plan to expand the plant, but did not categorically rule out future expansion. Nelson also said 6 p.m. meeting times are difficult for some residents to attend.
Committee updates included Parks & Rec remarks from Gillian Doucette that volunteers are needed, possible annual Miller Park kickoff ideas and ongoing discussions about Bland Park; Kathy Krupa said the BST&G fire board has experienced issues with a contractor on the new fire station and the board is "working through it." Mike Fry said the application and questionnaire for the council vacancy were distributed and will be posted to the village website.
Mayor Kinnell also summarized administrative planning: the finance committee favored continuing to rent rather than build a maintenance building, recommended parceling 1792 Old 3C Highway to help connect trails and said the village has applied for multiple grants including a road grant, community trail improvement grant, safe streets grant and a pedestrian and bicycle safety grant. He also said the village will hold a special meeting about a fiber moratorium and noted that gas aggregation is on the Nov. ballot.
