Galena Council moves $62,400 to parks and appoints administrator in split vote

The Village of Galena Council on Oct. 28 approved an emergency transfer of $62,400 to parks, accepted a council resignation and approved the appointment of Thomas Marshall as village administrator in a 3-2 vote; several other resolutions and ordinance readings were presented for future action.
The Village of Galena Council voted unanimously to transfer $62,400 from the mayor's salary fund to park accounts and accepted the resignation of council member Chris Durrence during its Oct. 28 meeting.
Mayor Jeff Kinnell read Resolution No. 2024-35, which moves $62,400 from account 1000-710-161 (Mayor Salary) to 1000-320-600 (Other Parks). Council suspended the second and third readings and adopted the resolution as an emergency after motions by Zach Hopper to suspend and to adopt; both roll call votes were 5-0.
Council President Kathy Krupa moved to accept the resignation of Chris Durrence; Zach Hopper seconded. The motion passed 4-1 (Krupa, Hopper, Fry and Doucette yes; Porter no).
In a separate, contested action, Council adopted Ordinance No. 2024-10 appointing Thomas Marshall as Village Administrator and Deputy Zoning Inspector for calendar year 2024 with salary and duties. Mayor Kinnell read the ordinance; after discussion Zach Hopper moved to adopt it as an emergency and the motion passed 3-Yes, 2-No (Krupa, Doucette, Hopper yes; Fry, Porter no).
Routine finance items were approved earlier in the meeting: minutes of the Sept. 23 meeting were adopted unanimously after a motion by Krupa and second by Hopper; Gillian Doucette moved and Krupa seconded approval of October invoices and the October financial statements, both of which passed 5-0 by voice vote.
Several other resolutions and ordinances were read for first reading or presented as emergency readings but were not recorded as adopted during this meeting. Those included items on filling vacancies for the New Community Authority, right-of-way registration and construction permit fees, municipal insurance through RinehartWalters-Danner and the Ohio Plan, authorizing the Delaware County Building Department to enforce building codes in the village for calendar year 2025, service agreements for package plant services, management and lease agreements for Ruffner Park storage and other contracts, an engineering contract for the new wastewater treatment plant, and multiple personnel appointment resolutions for 2025. Mayor Kinnell read each item to the council for consideration.
The council closed business by approving a motion to adjourn at 7:40 p.m. The next regular meeting is scheduled for Nov. 18, 2024, at 6 p.m. in Council Chambers (and via Zoom).
