Ogdensburg council adopts mandatory direct deposit, approves contracts and budget insertion

The Ogdensburg Borough Council on Aug. 9 adopted a set of consent items that included a new mandatory direct‑deposit payroll policy, authorization to sell or dispose of scrap metal, a janitorial contract for municipal cleaning and a budget insertion to record Drunk Driving Enforcement Fund revenue.
Resolution 53‑2021, adopted by roll call vote, requires mandatory direct deposit of net pay for Borough employees and elected officials effective Aug. 9, 2021, with explicit exemptions for Borough crossing guards and lifeguards. The resolution amends Section 4.2 of the Borough Employee Handbook and requires employees to provide banking information and enroll in the Borough’s payroll portal. The council approved the consent agenda with Yeas from Councilmembers Alvarez, DeMeo, Nardini and Slater; Cowdrick and Nasisi were absent; there were no nays or abstentions.
Resolution 54‑2021 authorizes the Department of Public Works supervisor to deliver scrap metal stored behind the DPW garage to George’s Salvage Company, Inc. (10 South Park Drive, Newton, N.J.) for sale or recycling; items not accepted by George’s are to be disposed of at the Sussex County Municipal Utility Authority. Any proceeds are to be forwarded to the Borough Chief Financial Officer for deposit.
Resolution 55‑2021 authorizes an agreement with Fred Yarosz Janitorial Services, LLC to provide cleaning services at the Municipal Building at a rate of $92.00 per cleaning plus $35.00 per month for cleaning chemicals; the Mayor and Borough Clerk were authorized to execute contract documents.
Resolution 56‑2021 requests that the Division of Local Government Services approve insertion of $8,590.13 into the 2021 budget as Drunk Driving Enforcement Fund revenue and appropriates the same amount under operations excluded from CAPs, per state law cited in the resolution.
The council approved payment of vouchers and departmental finance reports later in the meeting, again by roll call vote with the same four affirmative votes and two absences. Meeting minutes and other consent items listed on the agenda were also approved as part of the consent motion.
