Waseca County moves $625,000 and awards County Road 73 culvert contract

The Waseca County Board on July 21 approved a public-works resolution to shift excess funds from the county municipal construction account into the regular construction account and awarded a culvert replacement contract for County Road 73.
Public works staff explained that state statute permits transferring funds out of a municipal construction account when cities have not spent allocated dollars; failing to move excess balances can reduce the county's next-year portion calculation for county-state-aid construction. Staff said the transfer would move roughly $625,000 of the $1.1 million current balance into the county's regular construction account; the board approved Resolution 2026-23 by motion.
On the County Road 73 culvert project, staff said the pre-1940 concrete box culvert extended with metal pipe had deteriorated and the county prepared plans and advertised the job. Seven bids were received; the apparent low bidder was Cele Excavating Inc. at $99,967.50. Staff recommended awarding the contract, noting construction is targeted for late July or early August and that local option sales tax funds will pay the work despite the feature being on a county road. The board moved, seconded and approved the contract award.
Commissioners asked whether the low bid raised concern about missing pay items; staff said the excavation and aggregate unit prices were lower but not suspicious and that the bidder appeared able to perform. The motions to transfer funds and to award the contract were approved by voice vote.
