Commission declares PNM has met decommissioning requirements for San Juan Generating Station

San Juan County commissioners voted July 7 to accept county staff and independent-engineer findings that PNM has satisfied the county's Ordinance 121 decommissioning requirements for the San Juan Generating Station.
County engineering consultant Andrew Shoff and county manager Mike Stark presented a review of PNM's demolition and remediation work. Shoff highlighted asbestos abatement, removal of chimneys, elimination of underground and above-ground storage tanks, and measures to manage stormwater and site grading. He said about 16,000 tons of construction-and-demolition material — roughly 700 truckloads — were disposed in the San Juan County landfill during the multi-year decommissioning.
County staff retained an independent engineering firm to evaluate the demolition plan and site conditions, and Burns & McDonnell provided a decommissioning completion report that was included in the commission packet. PNM project manager Derek Bailey and Wes Gray, vice president of operations and engineering for PNM, attended and described the work as "bittersweet," saying the utility has no long-term redevelopment plan for the sites but is committed to working with stakeholders.
After the county's consulting engineers concluded compliance with the approved demolition and remediation plan, the commission voted to accept PNM's fulfillment of Ordinance 121 and authorize the county to issue the formal release required under the ordinance.
