Commission approves MOU to expand jail-based treatment pilot with Farmington

The San Juan County Commission on July 7 approved a memorandum of understanding with the City of Farmington to expand a jail-based treatment pilot operated by Total Behavioral Health Services.
County staff presented the pilot as a three-way collaboration among San Juan County, the City of Farmington and Presbyterian Medical Services' Total Behavioral Health Services to create a secure referral pathway for non-DWI municipal defendants who fail outpatient treatment. Jennifer Mitchell introduced the MOU and said the county will retain discretion over eligibility and screening, and that individuals convicted of DWI will continue to have admission priority.
Under the proposed terms, the city would pay the county $3,916 for each individual who completes the program and a prorated daily rate of $1,139.86 for those who do not complete it, Mitchell said. Non-DWI participants will be capped at five people at any time, and either party may terminate the agreement for convenience with 30 days’ written notice.
Commissioners asked about judicial participation and outcome tracking. Mitchell said municipal court judges, including the full-time municipal judge Robert Miller and part-time judges, have been involved in planning and that the program will track success, recidivism and completion rates using an existing database structure.
The commission moved and unanimously approved the MOU after brief questions about staffing and monitoring. The county will monitor outcomes during the pilot period and review whether the partnership should continue or change.
