Warren Soil & Water board approves routine payments, sponsors Envirothon team and moves meeting time

Warren Soil & Water Conservation District board members met April 14, 2026, in the county multipurpose room and approved routine business, voted to sponsor a student Envirothon team and set a new start time for future meetings.
Chair Brenda Collier called the meeting to order at 7:30 p.m. and the board approved minutes from its March 10 meeting after a motion by Shane Harris and a second from Vice-Chair Thomas Traylor. Brandon Pernell presented the financial report; Traylor moved to approve the report, Shane Harris seconded and the board agreed to file it.
Vickie Ryder presented a draft budget ordinance for the board’s review; no final action on the ordinance was recorded in the meeting minutes. Gary Holtzmann delivered the NRCS monthly report for information and reminded the board that annual spot checks are scheduled for April 28, 2026.
Holtzmann introduced Dillion Robinson of the Cooperative Extension, who asked the board to sponsor his team for the State Envirothon. After discussion, member Shane Harris moved to donate $300 to sponsor the team; the motion passed.
The board considered two cover-crop payment requests—II-93-2026-011-12 for $1,639 and CS-93-2025-013-12 for $3,823—and approved both after a motion from Charles Lynch and a second by Thomas Traylor. A separate payment request for a well under contract AG-2026-801-12 (contractor: Agwrap) was approved conditionally; the board directed that payment be submitted after the required site check is completed.
Holtzmann told the board the department’s Strategic Plan for program year 2027 is due June 1, 2026, and said he is discussing a single job reclassification with Human Resources. He also noted the State Envirothon will be held April 24–25, 2026, and that the People’s Academy begins April 16.
Holtzmann introduced Paige Henderson as the district’s new conservationist, effective April 1, 2026; Henderson presented new educational and promotional brochures the department will use for outreach. After board discussion, Vice-Chair Thomas Traylor moved to change the board’s regular meeting start time to 6:00 p.m.; Charles Lynch seconded and the motion passed.
With no further business, Chair Brenda Collier adjourned the meeting. The board scheduled its next regular meeting for May 12, 2026, at 6:00 p.m.
