Board raises downtown parking and dumpster-service concerns; staff to explore city-run dumpster utility

Board Member VanHoven reported at the March 12 meeting that downtown parking lots—particularly at lunchtime—are often full and said he discussed the issue with Public restaurant owner Luke Grill. VanHoven suggested several contributing factors, including employee use of four-hour parking that goes unenforced and school-dismissal traffic from a homeschool program that may concentrate parents at noon.
Board members also noted new buildings and apartments are being constructed without sufficient off-street parking for customers, tenants and employees, which could worsen midday congestion.
On waste service, staff said the City of Zeeland is working with the City Attorney to determine whether the city could offer downtown dumpster service as a utility (the city would contract directly with a waste hauler), a change the board said could improve efficiency and equity of service. Board Member Gentry said her household Waste Management rate increased about 20% this year.
No formal votes were taken on parking or dumpster-service policy during the meeting. Staff will follow up with the board about next steps and whether a special April meeting is required to align procurement and RFP timing.
