Port Orchard council members on July 8 discussed a proposed beautification plan that could combine public art, roundabout art, utility-box wraps, and targeted sidewalk improvements.
Council member Scott Dehner said he hopes a beautification plan could show residents what regular maintenance and art investments look like and suggested setting aside modest funding for roundabout art and utility-box wraps. Public Works Director Dennis Ryan described resource constraints — four staff assigned to the street crew and competing demands across approximately 112 miles of roadway and associated sidewalks — and proposed programmatic options such as permitting fee waivers and one-time city assistance to remove sidewalks once a homeowner has a contractor and permit in hand.
Ryan said the city has started targeted downtown vegetation control and has equipment to make concentrated sweeps of heavily used sidewalks; he warned enforcement and repair capacity is limited and that many trip hazards remain a response priority. Committee members discussed prioritizing the most heavily used sidewalks and building a program that supports low-income homeowners needing sidewalk repair rather than defaulting to enforcement.
Committee asked staff to gather examples and return to a future land use meeting with options.
