Coastal geologist Stan Humphreys provided a supplemental letter concluding that the revised elevation and design meet the local performance standards for land subject to coastal storm flowage and that setting the lowest horizontal structural member at 3.6 ft provides resiliency against sea‑level change over the structure’s life.
Commissioners asked that the house remain open underneath (no enclosures or lattice), that driven timber piles be used rather than footings, and that a simple post‑and‑rope protective fence be installed to preserve mitigation plantings and dune vegetation. The applicant agreed to those standard conditions. Commissioner Penny moved to close the hearing; the motion passed and the Commission will issue the order of conditions with the stated protections.
