Shelby council approves $215,151 pay request, adds hydrant change order; sets Aug. 1 hearing on line-of-credit

The Shelby City Council on July 18 unanimously approved a $215,150.96 payment request to contractor Leroy & Sons and a separate $6,739 change order to add a fire hydrant to the project.
Pat Honeywell moved to approve Pay Request #02 to Leroy & Sons; Chris Evans seconded the motion and the council voted by roll call with all ayes. Honeywell later moved, and Jackie Hursey seconded, Change Order #02 for Leroy & Sons to add a fire hydrant in the amount of $6,739.00; that motion also passed by unanimous roll call.
The approvals were part of a short slate of formal actions at the meeting. The council on a separate motion approved giving the city's old gazebo to Dan Cooper and directed it to be removed before the next council meeting. That motion was moved by Pat Honeywell, seconded by Karen Schlueter, and carried unanimously.
The council set a public hearing for Aug. 1, 2023, to consider a proposed line-of-credit loan. Honeywell moved to set the hearing and Schlueter seconded; the motion passed by roll call vote. The council also voted to table an economic development application until officials could meet with the applicant, Tracey Fox; the motion to table was moved by Honeywell and seconded by Schlueter and approved unanimously.
During public forum, resident Mel Hursey asked that an unused electrical post be removed from his property or that he be allowed to purchase it for $150; the council agreed to let him buy and keep it. Deputy Jacob Hoss delivered the sheriff's report and noted a dog incident that went to court and some confusion about notification procedures for court dates; an attorney will follow up to clarify the process.
Joel Wahling spoke on behalf of the Shelby Veterans Memorial Committee about plans to place a monument at Ag-Symbol Park. Mayor Ron Kroll said he would meet with the Trail Committee to discuss using one or two berms at the park for the monument. The meeting adjourned at 9:15 p.m.
