Residents tell supervisors the Ross Creek culvert is failing and ask township to clarify responsibility

Elizabeth Weaver presented a petition with 25 signatures and said the supporting wall and archway beneath Canal Road have a four-foot hole and ongoing erosion; she said neither the township nor the Pennsylvania Department of Conservation and Natural Resources (DCNR) has taken action and asked supervisors to take legal steps to resolve the impasse so repairs can proceed.
Alex, a neighboring property owner, described visible cracks and vegetation growing through mortar inside the archway, reported substantial washout of the western wall and said repeated construction activity nearby has disturbed soils around the culvert. He warned that with the North Bridge already closed by PennDOT, a failure of the culvert could leave dozens of residents with only one in-or-out route and could block emergency access.
Board members responded that public comment is the forum for raising concerns and that the township can accept written submissions for follow-up. The board did not commit to immediate action at the meeting but directed staff to accept documentation and to follow up outside the public-comment period to identify the responsible party and possible next steps.
