Shelby City Council adopts budget amendment, approves contracts and 4% employee raises

At its May 23 meeting the Shelby City Council unanimously adopted a FY2022-23 budget amendment and approved multiple payments and contracts, a cigarette license, and a 4% across-the-board employee pay increase; personnel and procurement items were also approved.
The Shelby City Council adopted a FY2022-23 budget amendment and approved a slate of routine financial and personnel actions at its regular meeting on May 23, 2023.
The council voted unanimously to adopt Resolution 05-23, approving the fiscal year 2022-23 budget amendment for the current year after a public hearing that produced no objections, Mayor Ron Kroll said before closing the hearing at 7:07 p.m.
Councilmembers also approved payments and project closeout items related to work by Rieschick Drilling. On motions by Rick Kiesel and seconds by Karen Schlueter, the council approved Partial Payment No. 4 to Rieschick for $139,715.02, adopted Resolution 5-232 accepting the Owner’s Acceptance of the Work and authorizing the mayor to sign final completion documents, and approved Partial Payment Estimate No. 5 with retainage of $5,967.50 to be released 31 days after remaining work is completed. All votes were recorded as ayes.
On a motion by Chris Evans, seconded by Karen Schlueter, the council authorized Ulteig to proceed with changes to trail plans. The council approved an audit proposal from Schroer Associates for $7,800 (including a single audit), and approved a library agreement for $1,500. The council also approved a cigarette license for Taylor Quik Pik; these actions carried on unanimous roll call votes.
The council approved a 4% across-the-board employee pay increase on a motion by Jackie Hursey, seconded by Chris Evans. The minutes list the new annual amounts for affected employees, including: Frank Daniels ($54,512.64; hourly 26.20), Chad Gordon ($71,385.60; hourly 34.32), Michelle Mantell ($25,521.01; hourly 18.69), Chris Martin ($49,554.38; hourly 23.82) and Tanner Stevens ($79,281.28; hourly 38.11). The claims list was approved, including purchase of a new Bobcat bucket for $1,105.52.
On personnel and billing items, the council approved the Fire Department applicant Todd Frank pending final fire department approval, and approved payment for the Schraeder bill and work for Cory Williams of approximately $12,000, to be split 50/50 with Williams. All motions were recorded as carried by unanimous ayes of members present.
