County to contract Phase I environmental assessment for new public health facility; Mill Creek Environmental recommended

Purchasing Manager Melissa Hock told commissioners the county must complete a Phase I environmental assessment for a planned public health facility as part of a Community Development Block Grant (CDBG) application. Georgia Mountain Regional Commission will handle much of the environmental review but lacks staff capacity to perform the Phase I, so the county solicited proposals.
Hock said the RFP opened Jan. 17 and two proposals were received. After technical evaluations and price opening, Mill Creek Environmental had the highest combined score and staff recommended awarding the contract for $3,125 using SPLOST 7 funds already budgeted for the project. Mill Creek told staff it could complete the work in roughly 7–10 days, which would allow the regional commission to finish the remaining environmental work before the April 5 application deadline and yield application points.
The board was asked to accept staff’s recommendation so the environmental work can proceed on the CDBG timeline. No vote was recorded in the work session; staff asked for timely approval to meet grant-application schedules.
