Dawson County work session moves several grants, contracts and appointments forward

The Dawson County Board of Commissioners on Feb. 20 considered a packet of routine and partnership items, including grants, contracts, road work and personnel actions.
Heather Harrington, treatment court services director, asked the board to accept an FY22–23 Burns State Crisis Intervention Program award of $39,000 to partner with Jay's Place Recovery Center for peer‑support services; she said the grant requires no local match and the funds are immediately available.
County Manager Joy presented a Georgia Forestry Commission volunteer fire assistance grant (50/50) with a total award of $10,000 and a $5,000 county match that has been budgeted. The board agreed that acceptance of that grant could wait for a later meeting.
Public Works Director Robert Drew described a memorandum of agreement with Etowah Water and Sewer Authority and the Dawson County Humane Society to pave Martin Road (a gravel road to the Etowah wastewater facility). Drew said Etowah would contribute $50,000 and the Humane Society $25,000; paving would be done in‑house and paid from SPLOST 7. A commissioner asked whether the humane society has time to raise its $25,000 share; Drew said the organization needs additional time to secure its contribution.
Drew also presented IFB 451‑24 for annual roundabout and gateway maintenance. He said the scope increased to seven roundabouts plus two gateway areas and recommended awarding the contract to TriScapes LLC for $27,308 to be funded from the hotel‑motel fund.
Joy described a proposed one‑year temporary labor agreement with the nonprofit North Georgia Works to assign two workers (up to 40 hours per week) for beautification tasks including trash pickup, sign washing and minor landscape work. She said North Georgia Works has a high completion rate for its program and that the county would pay $66,000 for 12 months from the hotel‑motel tax account; the workers would not be county employees and would be managed by Public Works.
Miss Davis announced and accepted the resignations of Sam Guthrie and Jim Perdue from the Board of Tax Assessors and said the county would advertise for applicants; appointments are expected to be considered on March 6. Joy introduced Terry Wolak as the recommended deputy county clerk; Wolak has been working in administration and the board will place a formal appointment on the March 6 agenda.
