Commissioners approve $150,000 from impact fees for Styles Park site work; prefabricated restroom already ordered

County staff updated commissioners on RFP 464-24 for a prefabricated restroom at Styles Park, saying the building itself cost roughly $97,008.48 and has already been ordered under a cooperative purchasing agreement. Public Works staff will perform much of the site work, but Melissa and other staff said additional funding is needed for materials, a well, septic system and related utilities so the restroom can be delivered, hooked up and opened by June 1.

Melissa told the board she was asking for $150,000 from impact fees: about $80,000 for materials and the balance (estimated not to exceed $70,000) for the well and septic work. She said the county will bid the well and septic work and expects most contractors to include electrical work as part of the contract; the county will coordinate delivery so contractors can hook utilities up at installation to protect the building warranty. "So it's 80,000 for the materials...and then we don't expect it to be more than 70,000, definitely not a 100,000 for the septic and the well," Melissa said. Joel (county manager Joey Leverett, listed in the meeting as Joey/Joel) emphasized timing, noting staff wants the facility open in June.

Commissioner Stowers moved to reject the previously proposed agreement and approve allocating $150,000 from impact fees for site work, parking lot and utilities; Commissioner Bruce seconded the motion, which passed unanimously. The board also discussed funding sources including SPLOST and impact fees. The action authorizes staff to proceed with bidding and awarding contracts in accordance with procurement rules.
