Commission approves landfill pay application, a costly change order and purchase of two containers

The commission approved a recommendation to purchase two 50-yard containers at about $18,800 each from a South Dakota vendor after staff said the vendor’s price was less than an alternate Fargo supplier. The motion to buy the containers passed by voice vote.
Engineers then presented pay application No. 2 for cell 5 to Midland Contracting for $391,359.96; the commission voted to approve the pay application.
Redinger described change order No. 2: an additional 169,000 cubic yards of unclassified excavation, added contractor mobilization time and increased fuel and travel costs. He said the change order totals $518,821.25 and brings the project contracted total to just under $3.1 million while preserving a contingency amount (engineer noted roughly $300,000 if a 5–10% contingency is held). No change to the completion date was announced. Commissioners approved the change order by voice vote.
Commissioners and staff then discussed arranging a site tour at the landfill; the group set a 1:30 p.m. meeting time that afternoon to inspect the work.
