A representative of the county fire marshal's office, Allison Summit, told the board the request came in conjunction with NC Fireworks LLC and the church and that the applicants had met liability insurance requirements and submitted a certificate of insurance and a safety plan. "This will be held July 11 at Bible Missionary Church on Old Concord Road, with assistance from both the fire marshal's office and Rowan County Fire Department," Summit said.
Summit told commissioners the application package included the required insurance documentation and a safety plan the office had reviewed and recommended approval. The presenter said the submissions met requirements under state law.
A motion to approve the permit was made, seconded and approved by voice vote; the transcript records multiple "aye" responses but does not record a roll-call tally. The board then moved and approved a motion to adjourn.
The meeting opened with a brief prayer led by the chaplain and an early procedural vote to adopt the agenda before the permit discussion. No additional conditions or contingencies were stated on the record; the permit was approved for the July 11 event and the meeting adjourned on time.
