Committee advances retirement system changes, staff says fee impact likely minimal

The Government Operations and Fiscal Policy Committee moved to recommend that the full Montgomery County Council consider Bill 21-26, a package of amendments to retirement groups and benefit provisions negotiated through collective bargaining with the Municipal and County Government Employees Organization (McGeo).
Miss Wellens summarized the bill’s major provisions: add correctional health nurses to retirement Group E effective 2029; remove minimum-age requirements for Groups E and J to align with police and fire group provisions; increase employee and employer contributions for the Guaranteed Retirement Income Plan (GRIP) and the Retirement Savings Plan (RSP); reopen GRIP enrollment for certain employees hired before July 2014; provide post-retirement cost-of-living adjustments for the GRIP annuity option; and offer a one-time, limited irrevocable opportunity to purchase credited service years for certain emergency communications center employees.
Committee members asked detailed questions about actuarial assumptions and the potential effect on participant fees if members transfer accounts from the RSP to GRIP. Council staff asked the executive branch for updated analysis after initial budget discussions indicated there might be a roughly $32 annual fee increase for remaining RSP participants. Yang Yang, chief of retirement administration, described the investment staff’s updated calculation and said the revised, member-specific analysis concluded "there's no fee increases." He explained the update accounted for additional eligible plans and specific member allocations and said final impacts will be confirmed after transfers are processed.
Timing and monitoring: Yang told the committee the election deadline for eligible participants to transfer from RSP to GRIP is Dec. 31, 2026, and that final impact numbers should be available in January–February after transfers. Committee members requested that the updated analysis be posted as an addendum to the committee packet and included in the full council staff report so future reviewers can see the revised assumptions and results.
Council Member Cass praised the bill as appropriate for public-safety employees; the committee chair said the committee will recommend the measure to the full council for passage. The transcript records a committee recommendation to forward the bill; the full council will determine final passage.
