Hay Springs School Board keeps officers, approves finances, raises substitute pay

At its Jan. 12 meeting the Hay Springs Public Schools Board retained its current officers, approved December financials and $164,753.78 in January payables, raised substitute pay to $18.25/hour, appointed compliance officers and approved the 2026–27 principal contract after executive session.
Hay Springs Public Schools Board of Education President J. Anderson presided over the district’s regular Jan. 12 meeting in the school cafeteria, where the board retained its current officers, approved routine financial and policy items, and approved a principal contract following executive session.
The board voted unanimously, 6–0, to keep its officers in place: President Anderson, Vice‑President D. Russell, Secretary K. Stock and Treasurer M. Kearns. The board also approved the roles and responsibilities of the district bookkeeper under Policies 203.04 and 203.05, designating the bookkeeper to work with the secretary and treasurer as custodian of district records and to serve as recording secretary.
Board members approved December ending financial summaries, January payables totaling $164,753.78 and January payroll liabilities of $247,682.71. On finance matters the board adopted the Deposits and Transfers policy (704.01) and designated Security First Bank in Hay Springs as the district’s official depository; that designation passed with a 5–0 roll call and one abstention by D. Russell.
The board approved routine governance items including the Board of Education Code of Ethics (Policy 202.01), the Board Member Conflict of Interest Policy (202.02), the Public Complaints Policy (1005.01), and the district’s legal counsel designation (Policy 203.08) naming KSB Law of Lincoln, Neb. The board also approved the Sheridan County Journal Star and the Hip Hop as newspaper outlets for publishing meeting notices.
On personnel and compliance matters, the board appointed Superintendent Mr. Clear as the district’s nondiscrimination compliance coordinator for federal Equal Employment Opportunity requirements and appointed Principal Mrs. Digmann as Title IX coordinator. Committee assignments were filled across finance, Americanism, curriculum and technology, building/grounds/transportation and Lister‑Sage.
During action on compensation, the board approved increasing the district’s substitute teacher hourly rate to $18.25. The motion to raise the substitute pay was made by D. Russell and seconded by M. Kearns and passed on a 6–0 roll call.
The board approved Nebraska Content Area Standards for both NSCAS‑tested subjects (English language arts, mathematics, science) and non‑NSCAS areas including fine arts, physical education, social studies, world languages, career and technical education, computer science and English language proficiency standards.
The board entered executive session at 9:18 p.m. to discuss personnel issues and contracts, citing protection of the public interest and the need to prevent needless injury to individuals’ reputations. The board exited executive session at 10:24 p.m., and subsequently approved the 2026–27 principal contract on a 6–0 roll call.
President Anderson adjourned the meeting at 10:25 p.m. The board set its next regular meeting for Feb. 9, 2026.
