Council confirms annexation of Tract 31377 (Corto Placitas) into Palm Desert landscape-and-lighting district after ballots

The Palm Desert City Council approved the annexation of Tract 31377, known as Corto Placitas, into the consolidated Palm Desert Landscaping and Lighting District on July 9 after the city clerk tabulated property-owner ballots.
Public Works representative Chris Gary described Corto Placitas as a neighborhood of roughly 20 single-family homes along Holy Lane West that approached the city seeking a lower-cost alternative for maintaining landscaping and street lighting. City staff said the annexation process began in 2024 and followed a 2025 study session; if there is no majority protest the city assumes responsibility for maintenance while property owners continue to pay assessments through the district.
The council recessed briefly to allow the city clerk to tabulate ballots. Upon resumption the clerk reported those in favor represented 93% and those opposed represented 7% of weighted ballots, meaning a majority protest did not exist. The council then moved and approved the annexation and the levy and collection of assessments for FY 2026'27 by a 5-0 vote.
Chris Gary said staff recommends annexation because it will provide more consistent maintenance at an overall lower cost to residents than the neighborhood's previous arrangements.
The annexation is effective following the council action and assessments will be billed under the city's consolidated district in the coming fiscal year.
