Bland County supervisors approve towing company permit, adopt water-supply resolution and approve small appropriations

At its April 22 meeting the Bland County Board of Supervisors unanimously approved a conditional use permit for Twin States Towing & Fleet Services, adopted a local and regional water-supply planning resolution, appointed a Fair Housing Officer, approved a small appropriation to the Ceres Alumni Association and accepted a $12,000 VDEM 911 grant.
The Bland County Board of Supervisors on April 22 unanimously approved a Conditional Use Permit for Twin States Towing & Fleet Services for Tax Map 77A2-A-7 and enacted several administrative resolutions and appropriations.
The meeting opened at 5:00 p.m. in the Bland County Courthouse with Chair Randy Johnson presiding. After approving an amended agenda to add a public hearing for a fairgrounds lease and an appropriation to the Ceres Alumni Association, the Board approved a consent agenda that included payroll and vendor payments, routine departmental reports, a $15,731.62 Social Services local allotment appropriation and the Bland County School Board's May requisition of $1,141,146.10.
Planning Commission Secretary Joel Cagle told the Board the Planning Commission recommended approval of a Conditional Use Permit for Tax Map 77A2-A-7 with three conditions: obtain an approved entrance permit through VDOT; maintain existing tree screening and limit outside storage to 30 days; and address dust issues through the Commission and the Board if they arise. During the public hearing a Mr. Crockett, representing a nearby Subway business, said he expected VDOT permitting would address entrance concerns. Kevin Chang of Twin States Towing & Fleet Services told Chair Randy Johnson the business would not be visible from Interstate 77. The Board then voted unanimously to approve the CUP under the recommended conditions.
In the County Administrator portion of the agenda the Board adopted a resolution for Local & Regional Water Supply Planning and authorized the related application for FY25. The Board also approved advertising a public hearing on a proposed lease of the fairgrounds to the Bland Fair Association.
The Board approved an appropriation of $2,697.56 from the General Fund to reimburse the Ceres Alumni Association for costs at the Ceres School. It adopted a Fair Housing resolution and appointed Cicely Dunford as the county's Fair Housing Officer. The Board approved a resolution of support between Bland County and the Service Authority and then approved the associated Support Agreement.
Finally, the Board approved and appropriated $12,000 in FY26 VDEM 911 grant funding. Chair Johnson recessed the meeting to Friday, April 25, 2025, at 4:00 p.m.
The meeting record lists Supervisors Keith Costello, Patrick Groseclose, Randy Johnson and Stephen Kelley as present, with County Administrator Cameron Burton and County Attorney Paul Cassell also in attendance. No members of the public spoke during the general public-comment period.
