Byron council adopts structured payment-plan approach for overdue water bills

At the April 8, 2025 Byron Town Council work meeting, Councilman Shae Abraham proposed a structured repayment policy for overdue water accounts that the council signaled it would adopt in principle.
Abraham’s plan would allow customers owing more than $1,000 up to 12 months to pay their balance and customers owing less than $1,000 up to six months. The plan calls for customers on these schedules to pay an additional $100 per month applied to their monthly bill until the outstanding debt is repaid. Assistant Clerk/Treasurer Lexi Sanders told the council that some residents had paid in full after receiving yellow notices included with their bills, while others had asked for payment plans.
Council members agreed the agreements should be reduced to writing. The council asked the Town Attorney to draft formal contracts spelling out repayment schedules and enforcement measures; council members discussed language that would allow the town to shut off water without further notice if a customer failed to meet the contract terms. No formal roll-call vote was recorded in the work meeting minutes.
Mayor Allan Clark framed the move as an attempt to balance the town’s need to collect revenue with residents’ ability to repay. “The yellow notices show who is past due and who needs options,” the meeting record says, and the council’s next step is to have the attorney prepare contract language and return the item for formal action if needed.
The council did not adopt an ordinance or take a formal vote on this matter during the work meeting; it directed staff and the attorney to prepare the written agreements and related enforcement procedures.
