Govan, who spoke to the committee at the meeting, described her history of substance use and treatment. "I was struggling with addiction when I was 18 to 20," she said, and told the committee she had completed probation and treatment at the Green Bay Comprehensive Treatment Center and an intensive inpatient program. She also said she had been jailed for about "70 some days" following a 2024 arrest and that she is working toward steady employment and housing.
Committee discussion acknowledged both the seriousness of Govan's prior felony and the chief's recommendation to reverse the denial.
