Byron council reviews sewer camera results, accepts franchise changes and approves routine administrative items

The Byron Town Council covered several administrative and public-works items at its April 8, 2025 meeting.
Sewer inspection and maintenance: Mayor Allan Clark reported that Basin conducted a camera inspection of the sewer line near the Byron Bar and the Scheelers’ residence. The inspection showed the town-owned main line was clear, but the tie-ins from the Byron Bar and the Scheelers have irregular shapes and likely need replacement. Public Works Director Jacob Gruell described his experience jetting the line and noted frequent 811 locate requests; the council encouraged ordering tracer wire to help staff locate water lines and respond to leaks. Councilman Mikey Brightly suggested the town should charge for future jetting requests handled by Public Works.
Franchise and administrative approvals: The council reviewed changes to the Rocky Mountain Power utility franchise agreement and voted to accept the changes (motion by Councilman Brandon Hessenthaler, seconded by Councilman Shae Abraham). The council also approved purchasing two phones from TCT (motion by Brandon Hessenthaler, seconded by Shae Abraham) and authorized the Clerk’s office to open a separate Recreation Department bank account to segregate funds.
Personnel, policy guidance and other actions: After accepting the resignation of Cleaning Person Leah Shetler, the council entered executive session to discuss legal and personnel matters. On reconvening, the council approved a $1.50 hourly raise for Public Works Director Jacob Gruell in recognition of passing his water licensing exam (motion by Brandon Hessenthaler, seconded by Mikey Brightly). The council also recommended per diem guidance for travel of $60 per day for food and $0.70 per mile for mileage, based on Wyoming government guidelines; the guidance was adopted by consensus at the meeting.
The council adjourned after completing these items.
