The Green River City Council approved a $2,862,636.50 contract with Wiley Construction to reconstruct Indian Hills Drive and replace water mains and select storm‑drain elements.
Dustin Romero (Public Works, speaker 14) said the city received four bids ranging roughly between $2.9 million and just over $5.0 million and recommended Wiley as the lowest responsive bidder. The project scope includes full removal and replacement of the road surface from Uinta to Shoshone, new water mains with valve sets at intersecting streets, and targeted storm‑drain improvements.
Council members emphasized this is a 6p (special‑purpose county sales tax) project already approved by voters and funded through the county allocation, and they discussed phasing, traffic control and design details such as high‑back curb and planter strips. Public Works said construction may start late summer with water work this year and major paving in summer 2027, and that the city has required the contractor to propose a schedule mindful of winter operations and resident access.
Council moved and unanimously approved awarding the contract and authorized the mayor to sign the agreement.
