The Norton Planning Board on Tuesday heard a site‑plan review presentation for 113 Mansfield Ave from Bob Forbes of Zenith Consulting Engineers and agreed to continue the matter to the board’s Aug. 18 meeting to allow additional departmental and conservation commission review.
Forbes said the project owner is the proprietor of the adjacent Jasmine Garden restaurant (identified in the meeting as Brian Zang/Zhang), and described a proposed 8,400‑square‑foot, two‑story building with retail/office on the first floor and four two‑bedroom residential units above. The design calls for 29 parking spaces accessed from Robinson Road, a subsurface infiltration system sized to treat runoff up to the 100‑year design storm, an on‑site subsurface sewage disposal (septic) system to be reviewed by the Norton Board of Health, and a hydrant and fire‑suppression service line due to the building’s size.
Forbes said wetlands are located at the rear of the property and that the team will need to file a Notice of Intent with the conservation commission ("Concom") because the proposed work occurs within 100 feet of the wetland. Board members asked for confirmation of snow storage, compliance with lighting‑pole height limits, accessibility (van‑accessible handicap spaces), EV‑ready parking for residential units, and whether parking assignments would separate resident and retail spaces. Forbes said the rear spaces are intended for residents and the front for retail/office.
The board noted that the building inspector and fire department had not yet completed sign‑offs, and members encouraged the applicant to consult earlier staff files and an older planning board decision from 2023 on a prior iteration of this site to learn what abutters and the board had raised previously. The applicant asked for a continuance to allow time to file with ConCom and to gather those departmental approvals; the board voted to continue SPR 23 for 113 Mansfield Ave to its Aug. 18 meeting.
Next steps include completing ConCom filings, finalizing the septic design for Board of Health review, confirming required EV‑ready stalls and accessible spaces, and supplying any additional information the town departments request before the board’s next review.
