Council approves preliminary plat for Parsons Subdivision; redevelopment will raise Papio Fun Park building out of flood plain

The Papillion City Council unanimously approved resolution R-260126 on July 7, authorizing a preliminary plat for a replat of Lot 1A and adjacent tax lot areas near 210 East Lincoln Street to enable redevelopment of the existing Papio Fun Park footprint. The motion to approve the plat (moved by Councilman Mungard and seconded by Councilman Gaines) passed 7-0.
Staff told the council the redevelopment will use the existing footprint but raise the main building out of the floodplain. That work requires the property to be platted so the applicant can remove the existing structure, elevate the site and rebuild. No public proponents or opponents appeared during the public hearing.
Councilman Mungard asked whether this vote covered tax-increment financing; Mayor Black clarified the plat vote does not approve a TIF. The council previously approved a blight designation, and any TIF application would be a separate future action.
The applicant listed on the record was Chris Wareitt for Parsons Subdivision Replat 2. The resolution advances the platting step so site work and a building elevation can proceed once subsequent permits and any separate financing requests (such as a TIF) are resolved.
