Herring Ravenbark submitted the lowest base bid, $1,742,403. Staff recommended awarding the base bid plus Alternate 1 (which extends the gravity line across Lebanon Church Road to create a tie-in point) and a 10% contingency of $174,240, producing a funding total of $2,081,527.
Mr. Bennett told the board the project is funded through state sources and a Golden Leaf Foundation award and would cost taxpayers $0. The board asked clarifying questions about the scope and confirmed the funding sources.
A motion to award the contract (base bid + Alternate 1 + 10% contingency) was moved and seconded; the motion carried 4–1. The board recorded an opposed vote from one member but approved the award.
Staff said the award will allow work to proceed on infrastructure to support future industrial development at Commerce Park and that project management and engineering are being handled by Stocks Engineering.
