Public Works staff presented a review of sanitation fees and optional services during the July 9 meeting and the committee voted to forward proposed changes and procedures to Ways and Means for the 2027 budget.
Staff said the citysanitation-related revenue is "hovering right around, say, $2,425,000 dollars a year" and proposed moving toward more flat-fee pricing for one-off household collections and adjusting optional-service fees (rear-yard pickup, twice-weekly collection, etc.). Staff reviewed comparators (Clayton, Chesterfield, University City, others) and noted some peer jurisdictions use across-the-board flat fees. Committee members discussed senior and medical discounts and administrative refund procedures for pre-paid pickups.
The committee agreed to forward the proposed fee schedule and a staff-prepared procedural narrative (including refund steps) to Ways and Means; staff will provide details and finalize the effective date as part of the 2027 budget process.
Next steps: staff will prepare the narrative and adjusted fee schedule and present them to Ways and Means and the Board of Aldermen.
