Wakarusa council approves pay applications, contract renewals, hires and amends salary ordinance

The council approved a series of motions and pay applications. Councilwoman Annette Brown moved and Councilman Phil Klotz seconded approval of the SRF Loan Program Signatory Authorization Resolution. The council also approved DLZ’s Supplemental Agreement No. 1.

Councilman Klotz moved and Councilman Mitschelen seconded approval of Pay Application #2 to Rieth-Riley for the Roadway Improvement Project in the amount of $15,568.13. Councilwoman Brown moved and Councilman Carl Gilbert seconded approval of Pay Application #9 to R. Yoder for work on the Water Treatment Plant in the amount of $404,283.46. Councilman Klotz moved and Councilman Mitschelen seconded approval of Pay Application #11 to DLZ for the Water Treatment Plant in the amount of $46,781.25. Councilman Carl Gilbert moved and Councilwoman Brown seconded approval of Pay Application #12 to DLZ for the Keystone Lift Station in the amount of $856.25.
On ordinance business, Councilwoman Brown moved to suspend the rules and pass Ordinance 2025-7 on first reading; Councilman Klotz seconded. The council then approved Ordinance 2025-7 to amend the town’s 2025 Salary Ordinance.
The council authorized personnel and grant actions related to public works. Councilman Klotz moved and Councilman Mitschelen seconded a motion authorizing Public Works Director Mikel to advertise to hire a seventh Public Works employee. Councilman Klotz moved and Councilman Carl Gilbert seconded a motion authorizing the Public Works Director to apply for the 2025 Call #2 Community Crossings Matching Grant (CCMG).
Councilwoman Brown moved and Councilman Klotz seconded approval of the Borden Solid Waste contract renewal, authorizing Council President Rocco Rigsby to sign the contract and initiating a change to delete the word “negligent” from section 4.12 of the agreement.
Councilman Klotz moved to approve the claims and adjourn; Councilwoman Brown seconded and the meeting adjourned. The council set a work session for Sept. 8, 2025, and a regular meeting for Sept. 9, 2025.
