Wakarusa Town Council approves $1.04 million pay application for water plant, clears multiple construction payments and holds first reading on park fund

The Wakarusa Town Council on Nov. 4 approved a $1,042,797.81 pay application to R. Yoder Construction for work on the town’s Water Treatment Plant and cleared several other construction payments and a change order, and held a first reading to establish a park fund while hearing public concerns about new courts in Memorial Park.
Council President Rocco Rigsby opened the meeting at 6:30 p.m. and attendance was recorded. Councilwoman Annette Brown moved to approve the Oct. 7 and Oct. 22 meeting minutes; Councilman Randall Mitschelen seconded and the minutes were approved.
On budget and construction items, Councilwoman Annette Brown moved and Councilman Carl Gilbert seconded approval of Pay Application #12 to R. Yoder Construction for the Water Treatment Plant in the amount of $1,042,797.81; the motion passed. The council also approved Pay Application #14 to DLZ for the Water Treatment Plant ($38,556), Pay Application #15 to DLZ for the Keystone Lift Station ($5,476), and Pay Application #4 to Rieth Riley for the Keystone Lift Station ($168,274.07). Councilman Carl Gilbert moved and Councilman Phil Klotz seconded approval of Change Order #1 for the Keystone Lift Station; that motion also passed.
Councilman Carl Gilbert moved and Councilman Phil Klotz seconded adoption of Salary Ordinance 2025-9 (second reading); the ordinance was approved. The council held the first reading of Ordinance 2025-10 to establish a park fund; no final action on that ordinance was recorded at the meeting because it was a first reading.
During the public-comment period, resident Dawn Martz raised concerns about solicitors in the local trailer park; Paula Maccarone expressed concerns about semi truck traffic through downtown; and Sarah Telschow objected to the possibility of placing pickleball and basketball courts in Memorial Park. The council reviewed a proposal from R. Yoder Construction to build six pickleball courts and one basketball court in Memorial Park; the proposal remains under consideration following the first reading of the park fund ordinance and the public comments.
Councilman Carl Gilbert moved to award three PTO days as prizes to three employees for the 2025 employee Christmas party; Councilman Randall Mitschelen seconded and the motion passed. Councilwoman Annette Brown moved to approve the claims and adjourn; Councilman Phil Klotz seconded and the meeting was adjourned. The council set a work session for Dec. 1, 2025 and the next council meeting for Dec. 2, 2025.
