Staff outlines Depot parking-lot survey and several development updates

City staff updated commissioners on community engagement for the Depot (Red Rock Corridor) parking lot and a range of development projects.
A staff member said an online survey would post at 9 p.m. and that direct mailers with a QR code would be sent to downtown and East Hastings residents; tabling at the summer music and market events is planned and staff expects initial survey feedback by the August meeting.
On Block 28 (the Hastings Gateway site), staff said phase 2 environmental site assessment work is in progress: soil borings and vapor samples have been taken and staff is awaiting the report-writing phase and results. For the indoor cannabis cultivation application, staff said the applicant was directed to obtain third-party odor verification and the city is obligated to take action by Aug. 4. Staff also noted Chase Bank construction is under way, Suite Living (32 units) is set to begin construction, Pleasant Valley Farms annexation has tentative approval pending property transfer, and the planning commission will review zoning code updates and a special-use permit for an auto garage in the old Hastings movie theater.
A resident later raised a code-enforcement issue about weeds at the creamery site; staff said contact information had been exchanged and action was underway. The commission then adjourned.
