Committee recommends emergency Main Street sewer repairs after bypassing; 2025 CMAR had all A’s

The Joint Committee of the Whole voted May 26 to recommend that the City of Seymour Utility Board approve emergency sanitary sewer repairs on Main Street after the department identified damage during cleaning and televising this year.
DPW Director Schoen summarized the repairs and said the work is needed on Main Street between Nagel and Pope. The committee moved to recommend approval of the repairs to the utility board; Alderperson Krull made the motion, Alderperson Hurkman seconded, and the motion carried.
Schoen also presented the 2025 Compliance Maintenance Annual Report (CMAR), reporting that the system received all A grades (4.0) with no significant changes from the previous year. He cautioned, however, that bypassing in April due to high rainfall — an event he described as required to avoid system damage — is a violation of permit standards and "will more than likely" negatively affect the 2026 CMAR grading.
City Administrator Sean Hutchison summarized sewer utility revenues and fund designations for committee members during the discussion of system finances and priorities.
The committee’s action was a recommendation to the City of Seymour Utility Board; the minutes do not record a final dollar amount for the repairs, only the motion to recommend approval. Next steps are review and formal action by the Utility Board.
