Joint Committee recommends approvals on survey map, renovation bid, permits and surplus equipment

The Joint Committee of the Whole met May 11 in City Hall Council Chambers and recommended the council approve a suite of routine items, including a certified survey map for two parcels, a municipal building renovation bid, temporary event permits and the removal of an old street sweeper from the city's inventory.
Alderperson Krull moved to recommend council approval of the certified survey map for parcels 190057400 and 190057401 owned by Robert Kuehnl; Alderperson Hurkman seconded and the motion carried. The committee also reviewed a presentation by Tony Farley about the Railroad Museum's plan to paint and repair a railcar. Vander Heiden moved to allow the museum to proceed with refurbishment provided the museum meet with DPW Director Schoen to address safety concerns; Alderperson Schaumberg seconded and the motion carried.
On procurement, Alderperson Schaumberg moved to recommend council approve the municipal building renovation bid submitted by TMI Coatings Inc.; Hurkman seconded and the motion carried. The committee approved a calendar change to move the May 25 council meeting to Tuesday, May 26, 2026, on a motion by Miller, seconded by Vander Heiden.
Fleet and finance actions included a motion by Vander Heiden, seconded by Krull, to declare the 1997 Elgin street sweeper as excess equipment following purchase of a replacement; the motion carried. Alderperson Schaumberg moved to recommend approval of payment of bills for April; Hurkman seconded and the motion carried.
Permits for community events were approved: Alderperson Krull moved, and Miller seconded, to recommend approval of an amplify device permit for Mackville Nationals ' Pulling for the Community Inc.; Alderperson Schaumberg moved, and Vander Heiden seconded, to recommend approval of a Temporary Class B license for the same organizer. Both motions carried.
The committee adjourned after a brief series of administrative updates. The items above were recorded in the committee minutes as recommendations to the council; final approval will be taken at a subsequent council meeting.
