Humboldt County supervisors approve construction vouchers, authorize GASB 75 contract and file MMP updates

The Humboldt County Board of Supervisors on June 1 unanimously approved payments to Mathy Construction, authorized an actuarial agreement related to post-employment benefits and accepted several 2026 MMP annual updates.
The board voted to approve voucher #3 for Project FM-CO46(92)–55-46 to Mathy Construction for $340,455.44 and voucher #3 for Project FM-CO46(93)–55-46 to Mathy Construction for $99,726.70. Supervisor Pedersen moved to approve the larger voucher and Supervisor Thompson seconded; the board voted all aye. Supervisor Carpenter moved and Supervisor Rasmussen seconded the motion on the second voucher; it also passed unanimously.
Why it matters: the payments fund work on county projects identified by the FM-CO46 contract numbers and represent a significant outlay for those contracts in the current claims cycle. The board’s unanimous votes cleared the payments for disbursement.
In other business, Supervisor Carpenter moved and Supervisor Rasmussen seconded a motion authorizing Chairperson Bruce Reimers to sign a GASB 75 actuarial service agreement with the Howard E. Nyhart Company, Inc., relating to accounting for post-employment benefits; that motion passed with all members voting aye. The board also accepted and placed on file four 2026 MMP (Manure Management Plan) annual updates: BBF1 #702 96 (long form), Foth Finisher Farm #64306, Ottosen Finisher Farm #65370, and Pelican #57798, after a motion by Supervisor Pedersen and a second from Supervisor Thompson.
The meeting record shows motions and roll-call votes where indicated; no member voted against any item reported in the minutes. The board recessed briefly to act as Trustees for Drainage during the morning and later entered a closed session under Iowa Code 21.5(1)(c) to consult with counsel on litigation matters; the board returned to open session and continued regular business. The meeting adjourned at 12:07 p.m.
Next steps: the approved vouchers will be processed for payment according to county procedure; the GASB 75 agreement execution will be handled by the chair as authorized and the MMP updates remain on file.
