Resident reports slab moisture and drainage concerns; CDD approves drainage easement, equipment relocation and storm cleanup services

An Oak Run resident, Lynda Sorensen, told the River Ridge CDD on Oct. 22 that she discovered water intrusion beneath her slab causing buckling of wood flooring and elevated moisture and mold levels. She said inspections found no plumbing or HVAC leak and that a floor-warranty issue and high ground moisture were identified. A foundation specialist recommended installing perimeter drain tiles and extending downspouts 5 to 10 feet; Sorensen said ponded water had submerged underground downspouts behind her unit.
Board members and staff (including Chair Bob Schultz and District Engineer Charlie Krebs) discussed potential causes and jurisdictional responsibility. Mr. Schultz and Mrs. Adams stated that installation of drain tiles is primarily an HOA matter, while staff and the engineer noted that rezoning and original preserve status left the location outside the District’s stormwater system. Mr. Krebs said the drainage was not installed at the time because the area was originally an indigenous preserve and later became Club land.
Separately, the Board considered Premier Lakes' update and proposals to relocate a nano-bubbler aerator near a homeowner lanai and reviewed an electrical proposal from Bentley Electric Co. Mr. Adams and Mr. Kurth said staff would revisit electrical proposals and confer with the contractor. The Board approved authorizing Bowman to retain RG Architects for site work and approved a template Grant of Easement for drainage from PSGRC to RRCDD; counsel said a sketch and legal description will be added to each easement when presented for approval.
The Board also approved Precision Cleaning, Inc. to perform one-time storm-cleanup street sweeping for $1,475 and authorized staff to add week-to-week cleanings for the next month if required. Resident Mike Rainstin noted that Phase I/II drainage work had not yet commenced; staff replied that the area needs to dry before work can begin and updates will be provided.
