Votes at a glance: Mannington committee approves consultant, contracts, budget items and routine resolutions

At its Jan. 3 meeting the Mannington Township Committee approved a slate of routine resolutions and contract awards that address insurance, procurement, budgeting and legal services.
Minutes and procedural votes: A motion by Emel, seconded by Patrick, approved the minutes for Dec. 6, 2018 (motion carried unanimously). The minutes for Dec. 17, 2018 were approved by Asay and Patrick with Emel abstaining.
Risk management consultant: The committee appointed George R. Reese of Henry D. Young, Inc. Insurance Agency as the township’s Risk Management Consultant under the Municipal Joint Insurance Fund bylaws; the resolution noted a fee “Not To Exceed six percent (6%) of the municipal assessment.”
Cooperative purchasing: The committee adopted a resolution authorizing the mayor to enter into a Cooperative Pricing Agreement with Salem County under N.J.S.A. 40A:11-11(5); roll-call recorded Asay, Patrick and Emel voting yes.
Employee health insurance contributions: The committee set employees’ contribution to health insurance premiums for 2019 at the lower of 2.50% of salary or the applicable sliding scale.
Mileage reimbursement: The township established a mileage reimbursement rate of $0.58 per mile for officials traveling on township business in 2019.
Professional services contracts: The committee authorized a one-year, non-fair-and-open contract with Clarke Caton Hintz (Philip Caton) for planning services related to land use and redevelopment; it authorized a one-year contract with Martin Allen of DiFrancesco, Bateman, Kunzman, Davis, Lehrer & Flaum, P.C. for tax appeal representation (not to exceed $10,000, contingent on budget adoption); and approved a one-year contract with Jeffrey R. Surenian and Associates, LLC for special counsel on affordable housing matters (not to exceed $2,500). All contract awards were approved by roll-call votes recorded in the minutes.
The committee recorded correspondence including payoff of a Bond Anticipation Note (remaining principal $40,000) and notices from Atlantic City Electric and South Jersey Gas about filings. The meeting adjourned at 8:00 p.m.
