River Ridge CDD authorizes RG Architects for gatehouse redesign, approves signage plan and financing approach

The River Ridge Community Development District on Oct. 22 authorized Bowman to retain RG Architects, P.A. as a subconsultant to provide design services for the redesign of two gatehouses and approved the Bowman Consulting Group proposal for a Pelican Sound Master Signage Program.
Eric Long presented the RG Architects fee proposal, describing the work as a façade redesign (not demolition) and noting repeated low-clearance hits to the main gate this year. The Board discussed zoning, flood-zone elevation certificates (a new certificate will likely be needed), and the need for permits; Mr. Long said design and permitting are expected to take 12–18 months. The Board discussed booking the $62,500 fee as an up-front deferred cost to be reimbursed to Bowman when the CDD issues financing and begins construction, with the first choice to subcontract through Bowman to expedite work.
District Counsel Tony Pires recommended authorizing Bowman to retain RG under Bowman’s standard terms and authorizing the Chair to execute documents after review by District Counsel and the District Manager. On a motion by Kurt Blumenthal, seconded by Terry Mountford, the Board approved the authorization unanimously. Mr. Long will lead coordination of the gatehouse and neighborhood work and Mr. Blumenthal will serve as the Board liaison for monthly updates. The Board also approved the Bowman Consulting Group landscape architecture proposal to replace monuments across the District, with neighborhood monument costs budgeted from Pelican Sound replacement reserves.
The Board instructed staff to confirm original drawings and elevation certificates and to prepare a Subconsultant Agreement or Task Authorization for review. Mr. Krebs noted typical subconsultant markups around 15% but said the existing Agreement could override that if it provides for a lower markup.
