River Ridge CDD appoints Keith Merrill to vacant board seat; officers elected

The River Ridge Community Development District on Oct. 22 unanimously appointed Keith Merrill to fill the previously vacant Seat 1, with the term running through November 2026. The Board voted on a motion by Chair Bob Schultz, seconded by Assistant Secretary Robert Twombly, to approve the appointment.
Mrs. Cleo Adams, serving as a Notary of the State of Florida, administered the Oath of Office to Merrill immediately after the appointment. District Counsel Tony Pires and Mrs. Adams then reviewed required governance items for board service, including required ethics training and filing Form 1, the Sunshine Law and public records obligations, and Form 8B for voting conflicts.
The Board also adopted Resolution 2025-01 on a motion by Kurt Blumenthal, seconded by Terry Mountford. The resolution confirmed the following officer slate: Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as Assistant Secretary; James Gilman was removed from his prior appointment. The motion carried with all in favor.
The adoption of the resolution preserves prior administrative appointments that remain in place and gives the Chair authority to execute documents as appropriate after review by District Counsel and the District Manager. The Board scheduled ethics training and emphasized state requirements for filing disclosures and the oath-of-office process at the next meeting.
