Mannington approves farmland easement purchase plan, awards survey and reviews escrow arrears

The Mannington Township Committee on Jan. 22 gave final approval for the township's Planning Incentive Grant (PIG) application to acquire a development easement on the Charlotte Holladay property (Block 4, Lot 14) and authorized the mayor and clerk to execute transaction documents upon receipt of state and county funds.
The resolution records that the State Agriculture Development Committee certified the fair-market value of the development easement at $5,900 per acre on Dec. 6, 2018. The application estimated the easement would cover about 20.54 acres; the meeting minutes list an estimated cost-sharing breakdown (based on that acreage) of State $72,711.60, Mannington Township $24,237.20 and Salem County $24,237.20, for a total estimated cost of $121,186.00. The resolution notes the final acreage and any statutory adjustments are subject to the final survey and SADC rules.
Two land-survey quotes for the Holladay parcel were reviewed: Land Engineering, LLC (Woodstown) at $2,500 and Dewberry (Mount Laurel) at $4,850. Motion by Patrick, seconded by Asay, awarded the survey to the low bidder Land Engineering; the roll call was Asay — yes, Patrick — yes, Emel — absent. The Committee also accepted a single title-related quote from West Jersey Title Agency for $788 covering county search, title examination, owner’s title insurance, tax and municipal improvement searches, and related items.
During "Other Business" the Committee reviewed Community Healthcare Associates' escrow account status and recorded the escrow was $7,583.77 in arrears; the transcript notes CFO Bowman requested the escrow be replenished. The Committee also directed Horner to begin drafting an ordinance addressing utility and communications companies installing infrastructure in rights-of-way and to later consider an amendment to the Land Development Ordinance regarding performance and maintenance guarantees; the motion to have Horner begin work on the utility/communications ordinance was made by Asay and seconded by Patrick, and carried on roll call (Asay — yes; Patrick — yes; Emel — absent).
Public comment was opened and closed with no members of the public present. The meeting adjourned at 3:00 p.m.
